Current Radio Program:

The program interviewed Dr. Willa Butler, Program Director, New Day Transitional Home for Women and Children and Keylae (not her real name) who is a woman in recovery who was formally on probation, homeless and with a child who is now a Case Manager with New Day.

The program supports an upcoming Women’s Symposium on Saturday, February 14, 2015. The Court Services and Offender Supervision Agency (CSOSA) will host a Women’s Reentry Forum entitled “Lifetime Makeover.” It will take place at Temple of Praise, 700 Southern Avenue, SE, from 9:00 am to 3:00 pm. The Forum will include workshops and speakers geared toward enlightening, empowering and motivating women involved in the criminal justice system.

CSOSA is also offering the Citywide Reentry Assembly on Thursday, February 19, 2015, at St. Luke Catholic Church Center, 4923 East Capital Street, SE, from 6:30 pm to 8:30 pm. Some of our mentors and mentees will be there sharing their stories about challenges confronted and overcome. Some of them will be recognized as our Mentors and Mentees of the Year.

Each year, CSOSA and our partners in the D.C. faith community convene Reentry Reflections–a period of observance intended to raise public awareness about the challenges facing men and women returning home from prison. Please see our website at http://www.csosa.gov for a list of all events.

Serious-Violent Offender Reentry Research-Research Triangle Institute-DC Public Safety

Current Radio Program: 

The program interviews Dr. Pamela K. Lattimore, Principal Scientist, Crime, Violence and Justice Research section of RTI International (commonly known as the Research Triangle Institute).

RTI International was the principal researcher for the Serious and Violent Reentry Initiative, a five-year research endeavor designed to evaluate services to high-risk offenders leaving state prison systems to reduce recidivism. The project was funded by the Office of Justice Programs of the US Department of Justice.

The study found greater reductions in recidivism (total arrests) based on the fifth year of the study when compared to the second year.

Summary and Results:

The report presents the results from a secondary analysis of data collected for a large multi-site evaluation of state and local reentry initiatives, the Serious and Violent Offender Reentry Initiative.  These data include recidivism data, as well as extensive, detailed information on background characteristics, including criminal and employment history and substance use; treatment and service needs; services and program receipt; and outcomes across multiple domains, including criminal justice, employment, health (including substance use and mental health) and housing. The original data were augmented with updates from administrative records for arrests and incarcerations and used to examine the questions of “what works, for whom, and for how long?” in prisoner reentry programs.

There were significant effects of SVORI program participation on arrests following release, with SVORI program participation associated with a 14% reduction in arrests for the adult men, 48% reduction for the adult females, and 25% reduction for the juvenile males over the fixed follow-up periods.

82.5% of the adult males, 72.7% of the adult females, and 76.9% of the juvenile males were rearrested within the fixed time periods. Reincarceration rates were also high with 54.9%, 44.3%, and 21.7% of the adult male, adult female, and juvenile male samples, respectively, reincarcerated within the fixed time periods.
