Faith-Based Efforts to Assist Criminal Offenders-DC Public Safety Radio

Current Radio Program:

The program interviews Christine Keels, Program Manager, Faith-Based Initiative for the Court Services and Offender Supervision Agency (CSOSA) in Washington, D.C. Joining Christien are Marvin and Julia (we are not using their last names) two offenders currently under supervision and participants in CSOSA’s faith-based efforts.

CSOSA’s faith program began in 2002 and has served approximately 2,000 offenders. There are currently 108 faith institutions and 86 community organizations involved in the effort.

CSOSA’s faith-based effort introduced a wide array of programs to better assist participants including woman’s empowerment, relapse prevention, grief counseling, job coaching, parenting skills, family reunification, relationship restoration, housing assistance and a reintergration support group.

The program interviews Associate Professor William Bales of the Florida State University, College of Criminology and Criminal Justice and principal researcher for a new study on Global Positioning Systems (GPS) and electronic monitoring of criminal offenders. The Florida State University study of 5,000 offenders indicates a 31 percent reduction in rates of failure while under supervision including decreases in absconding, revocations and new criminal activity.

Current Radio Program:

The program interviews five experts from the Correctional Education Conference in Charleston, WV in July of 2011. The interviews are approximately five minutes in length.

The research is clear; correctional education and vocational programs work to reduce criminality upon release (referred to as recidivism) and saves states millions of dollars in future correctional costs.

However, some states are either cutting educational programs due to severe budget constraints and some are increasing educational capacities in hopes of reducing recidivism and future correctional costs.

Five people were interviewed and all approached correction education from different perspectives:

Susan Lockwood is a state director of juvenile education and discusses computer based learning and testing;

William Byers is Superintendent of the Arkansas correctional education system and addresses reductions in recidivism;

Denise Justice is a state correctional school system superintendent and speaks to public perceptions of educational efforts;

Steve Steurer is the Executive Director of the Correctional Education Association and attempts to put state and national efforts in perspective;

Cindy Borden represents a company under contract to the Correction Education Association and addresses a four year study of post-secondary education (college) programs comparing prisons with and without college programs with encouraging results for prison releases enrolled in college and employed.

Kentucky has been the recipient of state and national news coverage regarding a restructuring of the state’s criminal justice system. The Wall Street Journal on March 5, 2011 stated that changes include “…increasing spending on rehabilitation programs and intensive drug testing. The law also reduces penalties for many drug offenses…”

The Louisville Courier-Journal stated on March 3, 2011 that enabling legislation …”passed the House and Senate with only one dissenting vote in the House.”

The Bowling Green Daily News on January 8, 2011 declared in a headline,”State’s Two-Year Recidivism Rate Hits 10-year Low.”

We interviewed Secretary Brown as to the progression of analysis to implementation to results.

The program interviews Carline Claudomir and Amanda Rocha, both Community Supervision Officers (known elsewhere as parole and probation agents). Both addressed probation drug court in Washington, D.C. The Superior Court of the District of Columbia operates drug courts in D.C. See http://www.dccourts.gov/.

Drug court in D.C. involves offenders on probation with substance abuse backgrounds. The program offers treatment and an array of additional programs. Problems during supervision mandate immediate intermediate sanctions (including incarceration for short periods of time). Successful completion of the program could result in early termination of probation.

There is a pretrial version of drug court via CSOSA’s sister agency; the District of Columbia Pretrial Services Agency. Both are federal, executive branch agencies.

The Day Reporting Center provides an alternative to incarceration for technical violations such as not gaining employment or missing appointments with staff. Offenders are referred to the Center when they do not comply with the terms of parole or probation.

This is the second radio program recorded on July 20, 2009 addressing Probation, Parole and Community Supervision Week from July 19 to July 25.

TheÂ first show interviewed Diane Kincaid, Information Specialist for the American Probation and Parole Association. Diane addressed the contributions of community supervision staff and offers comprehensive materials to celebrate the week on the APPA website at www.appa-net.org. The second of two radio shows included representatives from the Court Services and Offender Supervision Agency and the Pretrial Services Agency, both working in the District of Columbia. The three representatives include Bernita Johnson and Amanda Rocha from CSOSA and Lenn Palma from Pretrial Services.

All three participants provide a frank overview of the work of the over 100,000 personnel supervising adult offenders throughout the United States.
