<p><strong>Current Radio Program:</strong></p>
<p>The program interviews Dr. June B. Kress, Executive Director, Council for Court Excellence and Peter M. Willner, Senior Policy Analyst for the Council for Court Excellence. The Council released research interviewing employers and former offenders regarding offender employment.</p>
<p>The report, &#8220;Unlocking Employment Opportunity,&#8221; cites a 50 percent unemployment rate for people released from prison or jail, 77 percent stated that they received no occupational assistance while incarcerated and 80 percent stated that they were asked about their criminal record while applying for jobs. Fifty percent of employers stated that they would be willing to hire offenders if incentives were provided; liability was a principle concern. The Council advocates for a certificate of compliance for those offenders doing well under (or beyond) supervision of parole and probation agencies.</p>

Lamont has appeared in Home Box Office (HBO) and BET productions and numerous media interviews in the United States and beyond. He wrote &#8220;The Hill,&#8221; a fictional book about a man&#8217;s journey through prison. He is currently producing a video titled &#8220;Outside the Gate.&#8221;</p>

<p><strong>Current Radio Program:</strong></p>
<p>The program interviews Christine Keels, Program Manager, Faith-Based Initiative for the Court Services and Offender Supervision Agency (CSOSA) in Washington, D.C. Joining Christien are Marvin and Julia (we are not using their last names) two offenders currently under supervision and participants in CSOSA&#8217;s faith-based efforts.</p>
<p>CSOSA&#8217;s faith program began in 2002 and has served approximately 2,000 offenders. There are currently 108 faith institutions  and 86 community organizations involved in the effort.</p>
<p>CSOSA&#8217;s faith-based effort introduced a wide array of programs to better assist participants including woman&#8217;s empowerment, relapse prevention, grief counseling, job coaching, parenting skills, family reunification, relationship restoration, housing assistance and a reintergration support group.</p>

The program interviews Christine Keels, Program Manager, Faith-Based Initiative for the Court Services and Offender Supervision Agency (CSOSA) in Washington, D.C. Joining Christien are Marvin and Julia (we are not using their last names) two offenders currently under supervision and participants in CSOSA&#8217;s faith-based efforts.
CSOSA&#8217;s faith program began in 2002 and has served approximately 2,000 offenders. There are currently 108 faith institutions  and 86 community organizations involved in the effort.
CSOSA&#8217;s faith-based effort introduced a wide array of programs to better assist participants including woman&#8217;s empowerment, relapse prevention, grief counseling, job coaching, parenting skills, family reunification, relationship restoration, housing assistance and a reintergration support group.

<p>The research is clear; correctional education and vocational programs work to reduce criminality upon release (referred to as recidivism) and saves states millions of dollars in future correctional costs.</p>
<p>However, some states are either cutting educational programs due to severe budget constraints and some are increasing educational capacities in hopes of reducing recidivism and future correctional costs.</p>
<p>Five people were interviewed and all approached correction education from different perspectives:</p>
<p>Susan Lockwood is a state director of juvenile education and discusses computer based learning and testing;</p>
<p>William Byers is Superintendent of the Arkansas correctional education system and addresses reductions in recidivism;</p>
<p>Denise Justice is a state correctional school system superintendent and speaks to public perceptions of educational efforts;</p>
<p>Steve Steurer is the Executive Director of the Correctional Education Association and attempts to put state and national efforts in perspective;</p>
<p>Cindy Borden represents a company under contract to the Correction Education Association and addresses a four year study of post-secondary education (college) programs comparing prisons with and without college programs with encouraging results for prison releases enrolled in college and employed.</p>

Both addressed probation drug court in Washington, D.C. The Superior Court of the District of Columbia operates drug courts in D.C. <p>Drug court in D.C. involves offenders on probation with substance abuse backgrounds. The program offers treatment and an array of additional programs. Problems during supervision mandate immediate intermediate sanctions (including incarceration for short periods of time). Successful completion of the program could result in early termination of probation.</p>
<p>There is a pretrial version of drug court via CSOSA’s sister agency; the District of Columbia Pretrial Services Agency. Both are federal, executive branch agencies.</p>

<p>The show interviews Walter Hagins, Program Manager of the Day Reporting Center for the Court Services and Offender Supervision Agency (CSOSA) in Washington, D.C. Also interviewed were two offenders currently assigned to the Day Reporting Center. We did not use the names of offenders for this program.</p>
<p>The Day Reporting Center provides an alternative to incarceration for technical violations such as not gaining employment or missing appointments with staff. Offenders are referred to the Center when they do not comply with the terms of parole or probation.</p>
<p>The Center provides intervention services such as employment readiness, substance abuse, life skills, anger management and many additional interventions.</p>

<p>The show interviews participants of Harriet&#8217;s House, a program serving women offenders with a low rate of recidivism (returns to the criminal justice system) and high rates of employment in Raleigh, NC. The program received recognition from the National Criminal Justice Association (NCJA). A mission of the NCJA is to recognize exemplary programs and bring them to the attention of the public.</p>
<p>Those interviewed include Jeanne Tedrow, founder of Harriet&#8217;s House, Lisa Crosslin, Program Director, Cheryl Bryant, Grants Management Specialist for the North Carolina Crime Commission and Michelle Bridges, a graduate of Harriet&#8217;s House and a board member.</p>

<p>The show interviews Stefan LoBuglio, Chief of the Prerelease and Reentry Services Division for the Montgomery County Department of Corrections in Maryland and Anne Morrison Piehl, a Professor at Rutgers University who, in conjunction with the Manhattan Institute, published &#8220;Preparing Prisoners for Employment-the Power of Small Rewards.&#8221; The research indicates that 90 percent of offenders leaving the Montgomery County system were employed upon release.</p>

<p>The show interviews Dr. Gary Dennis of the Office of Justice Programs, Bureau of Justice Assistance regarding the Second Chance Act which assists offenders returning from prison. Provisions of the Second Chance Act include:</p>
<p>Demonstration grants-25 million dollars of approximately 18-20 $750,000 allotments which require a 50 percent match by the jurisdiction for a possible three year time period. Grants must be applied for by April 20, 2009. State and local government can apply.</p>
<p>Mentoring grants-10 million dollars to non-profit agencies for allotments lasting two years. No match is required. Guidelines will be published soon.</p>

<p>The interview focuses on the experiences of the three participants regarding young adults involved in crime and the criminal justice system and what can be done to reduce their involvement.</p>
