<p><strong>Current Radio Program:</strong></p>
<p>The program interviews Dr. June B. Kress, Executive Director, Council for Court Excellence and Peter M. Willner, Senior Policy Analyst for the Council for Court Excellence. The Council released research interviewing employers and former offenders regarding offender employment.</p>
<p>The report, &#8220;Unlocking Employment Opportunity,&#8221; cites a 50 percent unemployment rate for people released from prison or jail, 77 percent stated that they received no occupational assistance while incarcerated and 80 percent stated that they were asked about their criminal record while applying for jobs. Fifty percent of employers stated that they would be willing to hire offenders if incentives were provided; liability was a principle concern. The Council advocates for a certificate of compliance for those offenders doing well under (or beyond) supervision of parole and probation agencies.</p>

Lamont has appeared in Home Box Office (HBO) and BET productions and numerous media interviews in the United States and beyond. He wrote &#8220;The Hill,&#8221; a fictional book about a man&#8217;s journey through prison. He is currently producing a video titled &#8220;Outside the Gate.&#8221;</p>

<p>The program interviews Eddie B. Ellis, Jr. Eddie served 15 years in prison and was released six years ago to the Washington, D.C. area. Eddie has served in a variety of capacities to convey the issues of offender reentry from the perspective of someone who has experienced them directly. He has addressed Congressional hearings and created manuals and audio recordings for released offenders. He is the subject of a recent documentary  (&#8220;Out for Good&#8221;) and has been on the front page of the Washington Post and additional publications.</p>

<p>The program interviews five experts from the Correctional Education Conference in Charleston, WV in July of 2011. The interviews are approximately five minutes in length.</p>
<p>The research is clear; correctional education and vocational programs work to reduce criminality upon release (referred to as recidivism) and saves states millions of dollars in future correctional costs.</p>
<p>However, some states are either cutting educational programs due to severe budget constraints and some are increasing educational capacities in hopes of reducing recidivism and future correctional costs.</p>
<p>Five people were interviewed and all approached correction education from different perspectives:</p>
<p>Susan Lockwood is a state director of juvenile education and discusses computer based learning and testing;</p>
<p>William Byers is Superintendent of the Arkansas correctional education system and addresses reductions in recidivism;</p>
<p>Denise Justice is a state correctional school system superintendent and speaks to public perceptions of educational efforts;</p>
<p>Steve Steurer is the Executive Director of the Correctional Education Association and attempts to put state and national efforts in perspective;</p>
<p>Cindy Borden represents a company under contract to the Correction Education Association and addresses a four year study of post-secondary education (college) programs comparing prisons with and without college programs with encouraging results for prison releases enrolled in college and employed.</p>

<p>Kentucky has been the recipient of state and national news coverage regarding a restructuring of the state&#8217;s criminal justice system. The Wall Street Journal on March 5, 2011 stated that changes include &#8220;&#8230;increasing spending on rehabilitation programs and intensive drug testing. The law also reduces penalties for many drug offenses&#8230;&#8221;</p>
<p>The Louisville Courier-Journal stated on March 3, 2011 that enabling  legislation &#8230;&#8221;passed the House and Senate with only one dissenting  vote in the House.&#8221;</p>
<p>The Bowling Green Daily News on January 8, 2011 declared in a headline,&#8221;State&#8217;s Two-Year Recidivism Rate Hits 10-year Low.&#8221;</p>
<p>We interviewed Secretary Brown as to the progression of analysis to implementation to results.</p>

<p>The state of Iowa has seen tremendous success in re-arrest, abstinence, and employment rates among offenders following the implementation of a four-county Jail-Based Substance Abuse Treatment Project (J-BT Project). The program is designed to treat problems associated with both substance abuse and criminal thinking.</p>
<p>In the last six years, the project has served 2,006 patients. Of the ex-offenders who successfully completed treatment and were interviewed 12 months following their admission, 78.5 percent were clean, 91.9 percent had not been arrested, and 68.2 percent were employed full time.</p>
